Complete Analysis of Delhi MCD Elections 2022 - VIVPOST


 Delhi Municipal Corporation Elections 2022 were completed on 7th December 2022 with Aam Aadmi Party winning 134 Seats and gaining a simple majority, let us dive deep into the stats and issues on which this election was fought and see what we can expect from newly elected MCD.





This was the 1st election after the re-unification of EDMC, SDMC, and NDMC. So let us look at all the events starting from the start and the results with setting up expectations from the councillors.

History of Municipal Corporation

The 74th Amendment Act defined the formation of an urban local government and its function.

Three types of Municipalities :

  • Nagar Panchayat – for an area in transition from rural to urban area.
  • Municipal Council – for a smaller urban area.
  • Municipal Corporation – for a larger Urban Area.
Composition: All members are directly elected, each representing a ward within the municipal area. State Leg. Can provide a manner of election of Chairperson. State Leg may provide for representation of local MPs, MLAs & locally registered MLCs & Chairpersons of committees (except ward comm.).

Ward Committees: Consists of 1 or more wards having 3 lakh people or more. State Leg decides composition, selection of candidates, and Territorial area. State Leg may also provide for any other committee.

Reservation of seats: Reservation of seats for SC's & ST's on basis of population. 1/3rd of seats for women. State Leg may provide for reservations for Chairperson's office for SC's, ST's and women. May reserve for OBCs also.

Duration of Municipalities: Fixed 5 yr term, in case of dissolution elections must be conducted in 6 months. New municipality after dissolution will only continue for the remainder of 5yr term.


Re-Unification of Municipal Corporation of Delhi

Earlier the Municipal Corporation of Delhi was divided into East Delhi Municipal Corporation, South Delhi Municipal Corporation and North Delhi Municipal Corporation but in March 2022, Delhi State Election Commission indefinitely deferred the election and later Union Government approved Delhi Municipal Corporation (Amendment) Bill to merge them into a single body which was passed in Lok Sabha and then in Rajya Sabha.

Earlier NDMC had 104 seats, SDMC had 104 seats and EDMC had 64 seats but after the merger Delhi Municipal Corporation have a total of 250 seats.

KEY ISSUES

As a national capital and a population of more than 11 million, it has a vast range of issues, but voters are using a few key issues to cast their votes.
1. Cleanliness
2. Better Civic Amenities
3. Educational Infrastructure 
4. Corruption-Free MCD

Who does not know about the Mountain of garbage in Delhi, I have written an article about that a few years ago as well.


A major task for AAP is to get this matter settled and start working towards reducing the pile of garbage. Before this, they were easily targeting the BJP-led MCD for not giving attention to getting it cleared, but this time they have to make a plan to get this into action.

Corruption is another enemy in the way of AAP's Delhi Model, as a party which originated during the Anti-Corruption movement it will be a hard task for them. Once corruption is handled it will increase the revenue as well for the MCD.

Party-wise Promises

1) Congress 
  • RO Water Purifier for poor
  • Day Boarding facility at MCD Run School
  • Halves the house tax
  • Pollution and Garbage free National Capital
  • Clearing of Landfill sites
  • Better parking facilities
  • Clearing blocked sewerage and drain clogging
  • Employment opportunities for youth
2) BJP 
  • Launching a mobile application with all services
  • 100% Garbage clearing
  • Flats for slum dwellers
  • Trade, Health and Factory licences should be abolished
  • "Jan Rasoi" should be launched
  • Free Cycles for Meritorious girls
  • All schools will be smart schools by 2027
  • Monthly Scholarships for meritorious students above 5th class
3) AAP
  • Beautification of Delhi 
  • Corruption Free MCD
  • Improve the quality of MCD Schools
  • Resolution in stray animal cases
  • Resolution of parking space issue
  • Repairment of Broken Roads
  • Scrap conversion charges
  • Vending zones for vendors
  • Timely salary for MCD Employees
  • Clear the 3 landfill sites 
Now we have to wait and observe how AAP get into action and gets the work done, they have promised great deals to the public, and it's time to see now how they pursue these. Will there be another tussle with the Central government over the release of funds? let us see. 

Party-wise Performance 

1. AAP: With an increase of 85 seats in MCD and winning a total of 134 seats, they got 42.05% in total with an increase of 15.82% from the last elections.

2. BJP: With a decrease of 77 seats, they got 39.09% of votes with an increase of 3.01% from the last elections.

3. Congress: With a decrease of 22 seats, they got 11.68% of votes with a decrease of 9.41% from the last elections. Suffered the major loss between other parties.

Conclusion:

People trust AAP with their votes and hope that they get all their issues cleared by them, though the exit polls were predicting a landslide victory for AAP they narrowly won the elections. One of the big USPs of the AAP is Anti Corruption stance, With winning this election, one of the main tasks for them to clear corruption from the MCD also to clear the Mountains of garbage in Delhi. Need to check in a few days how these get progressed and for that we have to wait and watch. As currently, AAP is also in the Delhi Government which will help them sail through the process without getting any friction with the state government.
