 बिहार राज्य में अभी तक चमकी या नवका बुखार से तक़रीबन 150 से ज्यादा बच्चों की जानें जा चुकी है , इसका  सबसे ज्यादा प्रभाव मुजफ्फरपुर में हुआ है। यह कोई पहली दफ़ा नहीं  है की चमकी बुखार ने यह हाहाकार मचाया है , यह हर साल आती है और और हर साल सैकड़ो बच्चों की जान लेती है। अब आप कहेंगे यहाँ की राज्य सरकार कोई ठोस कदम क्यों नहीं उठाती, उसका जवाब भी  मिलेगा, पहले जान लेते है इस बीमारी के बारे में, एक्यूट इन्सेफ्लाइटिस सिंड्रोम (Acute Encephalitis Syndrome )  यह एक लक्षण है और बीमारी का पता अभी तक नहीं चल पाया है, इसमें जिन लोगो की प्रतिरोधक  (Immunity ) क्षमता कम होती है उनपर इसका असर सबसे पहले होता है (बच्चे ज्यादातर )।  यह 1  से 10 साल तक  के बच्चो को अपना शिकार बनाती है सीधा उनके मस्तिष्क पर असर डालता है। यह भ्रम और भटकाए जैसे लक्षण देता है, और बच्चो को झटका आता है। जापानीज इन्सेफेलाइटिस वायरस भी इसका मुख्य कारण है। भारत मे प्रभावित राज्य बिहार, झारखंड, उत्तर प्रदेश, पंजाब, हरियाणा, उत्तराखंड, पश्चिम बंगाल, असम, मेघालय, ...
